The French Senate Calls for Recognition of Nagorno-Karabakh
The press service of the Azerbaijani Ministry of Defense reported that on Wednesday, the Azerbaijani troops entered the Kelbajar region. "According to the agreement signed by the presidents of Azerbaijan, Russia, and by the prime minister of Armenia on 25th of November - Azerbaijani troops entered the Kelbajar region" - the report stated. In order to ensure the movement of troops to the Kelbajar region, some combat engineering work, such as mine clearance and a preparation of the mountain roads, was completed earlier. The Armenian military completed the withdrawal from the Kelbajar region on Tuesday. They destroyed their barracks and other buildings, and then they left the territory. The official representative of the Russian Ministry of Defense, Major-General Igor Konashenkov, stated that the Russian peacekeepers are controlling the process of the transfer of the Kelbajar region to Azerbaijan. The process began on 25th of November, at midnight. The French Senate adopted a resolution calling on the French government to recognize the unrecognized Nagorno-Karabakh Republic. According to the voting results, 305 French senators out of 306 voted ’for’ the adoption of the resolution. The document says that "the Senate calls on the French government to recognize the Nagorno-Karabakh Republic, and to use this recognition as a negotiating tool in order to establish a lasting peace. The Senate calls for the immediate withdrawal of the Azerbaijani troops, and their supporters, from the territories, captured as a result of the military operations in the region from 27th of September". The French authorities were recommended "to insist on ensuring the protection of the population, within the framework of the Minsk group, via the deployment of international forces in the area, in accordance with the recommendations of the 2007 peace plan". The secretary of state at the French Foreign Ministry, Jean-Baptiste Lemoine, stated that a one-sided recognition of Karabakh won’t benefit anyone, and it won’t help the mediation efforts. He added that France is a member of the OSCE Minsk Group, and France stands for the implementation of the ceasefire agreement, reached on 9th of November by the parties of the Nagorno-Karabakh conflict. The Azerbaijani parliament suggested to their government to appeal to the OSCE leadership and ask to exclude France from the OSCE Minsk Group. The parliament made such statement in a response to the French Senate resolution. "The parliament calls on the Azerbaijani government to appeal to the OSCE leadership to exclude France from the co-chairs of the Minsk Group due to the French position and the statements in the recent days that put their neutrality into a question" - the document stated. The document also contains proposals "to reconsider the existing political relations between Azerbaijan and France", and "to deeply analyze the economic ties between the two countries, and take the needed measures". At the session of the parliament, some MPs made proposals to recall the Azerbaijani ambassador to Paris for consultations, and to break off all the relations with the upper house of the French parliament. The Russian Defense Ministry reported that a Russian Anti-Submarine Warfare cruiser "Admiral Vinogradov" stopped the violation of the Russian border by the US Navy destroyer "John McCain" in Peter the Great Bay. The incident took place at 06:17, Moscow time. The USN destroyer spent several days in the sea of Japan, after which the warship went 2 km deep into the Russian territorial waters, in the Peter the Great Bay. ’’The USN destroyer received a warning about the inadmissibility of such actions, and about a possible ramming maneuver by the Russian Anti-Submarine Warfare cruiser, made in order to push the intruder out of the territorial waters. They attacked the Jebel al-Mania area, south of the Syrian capital, as well as the army positions near the Ruweihana settlement, in the province of Al-Quneitra" - the channel quoted their sources. The spokesman of the command of the Arabian Alliance, Colonel Turki al-Maliki, stated that the Arabian coalition, led by Riyadh, considers the attack on the oil facility in Jeddah to be a terrorist act, and a threat to the global energy system - the Saudi Press Agency quoted his words. According to al-Maliki, "all the evidence proves the involvement of Iran in the terrorist attacks. They used modern conventional weapons, produced by them, such as cruise missiles and mined drones". Earlier, the ’Ansar Allah’ rebel movement announced a missile strike at a facility of the ’Saudi Aramco’ oil company in Jeddah, in Saudi Arabia. A spokesman for the ’Ansar Allah’ rebel movement called the attack "a response to the continuation of the blockade and aggression" and "a fulfillment of the earlier promises to attack the kingdom".
