Explosions took place in the Kiev, Odessa, Hmelnitsky, and Rovno regions. Many cities, including Kiev, are introducing rolling black-outs. Mobile communications were interrupted in the city of Lvov. The authorities of the Dnipropetrovsk region introduced total energy savings. The Ladyzhynska TPP in the Vinnitsa region was damaged. Some large factories have suspended their work. Since 11th of October Ukraine has stopped exporting electricity to Europe. The Russian Ministry of Defense stated that the attacks against the military command and control facilities of Ukraine were all successful. The Russian forces continue to carry out their tasks in the zone of the special military operation. 2 fuel storage bases for the military equipment of Ukrainian forces in the Dnipropetrovsk region were destroyed. Several ammo depots, rocket and artillery weaponry depots near the city of Nikolaev were destroyed. 1 large ammo depot with rockets for the US-made MLRS ’HIMARS’ was destroyed as well. 2 Russia - the USA "Russia is ready to consider the possibility of a meeting between Vladimir Putin and Joe Biden during the G20 summit, if there is such a proposal" - the Russian Foreign Minister Sergey Lavrov stated, the TASS reported. "We stated many times that we never refuse such meetings. If an offer comes up, we will consider it" - Sergei Lavrov stated and added that Joe Biden’s readiness for such a meeting is based so far only on the level of ’maybe’. The G20 summit will take place on the Indonesian island of Bali, during 15th and 16th of November. 3 Russia The Kremlin negatively assessed the decision of the Security Service of Ukraine to put the Russian politicians on their wanted lists. The press secretary of the Russian president, Dmitry Peskov, noted that this news was perceived negatively by the Kremlin. The SBU put the Deputy Chairman of the Security Council of Russia, Dmitry Medvedev, and the official representative of the Russian Ministry of Foreign Affairs, Maria Zakharova, on the wanted lists. Kiev accused them of violation of the territorial integrity of Ukraine. So says the German philosopher, Jurgen Habermas. An immediate ceasefire, and then negotiations" - the Hungarian prime minister stated. Viktor Orban is certain that Ukraine can’t cease fire on its own. Negotiations should be conducted with the USA. Russia has too many resources, much more than Ukraine. The conflict is being fueled solely by the supplies to Ukraine from the West. "They can fight indefinitely just because the Americans support them" - Victor Orban concluded. 5 Armenia - Azerbaijan "Azerbaijan and Armenia were able to agree on the fundamental points of the peace treaty. They only need to implement the treaty" - the Turkish Foreign Minister, Mevlut Cavusoglu, stated on 11th of October, during an interview to the ’Tvnet’. “An agreement was reached on 5 fundamental points, such as the recognition of the territorial integrity of each other, the demarcation of borders, and others. The only thing left is to implement points" - Mevlut Cavusoglu explained and added that the normalization of the relations between Turkey and Armenia, as well as the negotiations between Yerevan and Baku, can’t be held separately from each other. Mevlut Cavusoglu specified that Ankara has repeatedly spoken about this matter. When asked if this is a red line for Turkey - he answered ’yes’. 6 Taiwan Taiwan has changed the definition of what counts as "the first strike", since the Chinese Communist Party has also changed its tactics. Now the "first strike" will be considered not an artillery attack, but a drone in the airspace of Taiwan - the Minister of Defense of the island, Qiu Guozheng, stated on 11th of October. “We have always been in favor of avoiding the war. We are changing the definition of the “first strike” because the Chinese Communist Party is also changing this definition. Previously, we considered ’the first strike’ to be artillery shells and rockets. Now the Chinese drones cross the line, causing us a lot of trouble" - Qiu Guozheng stated during a speech at the Legislative Yuan. Qiu Guozheng stated during the last week that Taiwan will take retaliatory actions if the Chinese forces cross the red line. He added that the penetration of the Chinese warplanes into the airspace of the island - the distance of 12 nautical miles from the coast - will be regarded as "the first strike". He didn’t specify how exactly Taiwan will respond. The situation around Taiwan escalated after the visit of the speaker of the US House of Representatives, Nancy Pelosi. China considers the island to be one of its provinces, and thus China condemned the visit of Pelosi as a move of the USA to support the Taiwanese separatism.
