1 Nagorno-Karabakh During the opening of the 27th meeting of the OSCE Foreign Ministers Council, the Albanian Prime Minister, the Albanian Minister of European and Foreign Affairs, and the current OSCE Chairman-in-Office Edi Rama stated that the negotiations on Nagorno-Karabakh should be continued within the framework of the OSCE Minsk Group in order to fully resolve the situation. "The agreement between Azerbaijan, Armenia and Russia represents a real opportunity for peace for the first time in 30 years. It certainly will have a positive impact on the regional stability, and on the Azerbaijani-Armenian and the Turkish-Armenian relations" - the minister explained. 4 Nagorno-Karabakh The Foreign policy adviser to the president of the unrecognized Nagorno-Karabakh republic, David Babayan, stated during an interview to the ’RIA NEWS’ that the construction of a Russian military base in Nagorno-Karabakh will enhance the security and stability of the unrecognized republic in the long term. "As an expert, a citizen, and a politician of this country, I believe that having a Russian base here would be a very good thing. Russia has a very powerful geopolitical potential after all" - Babayan explained and added that the expansion of the Russian peacekeeping mission in Nagorno-Karabakh would be a positive step. The current number of the Russian military personnel is sufficient to consolidate the role of Moscow in the region. In his opinion, the peacekeeping mission of Russia in Nagorno-Karabakh should be considered in two lights: military and political. "From a military point of view, it would be better if there were more peacekeepers. But that is also a political issue. Even if 1 Russian peacekeeper is deployed - it will be a sign of the Russian presence. Thus, a violation of the ceasefire will have political consequences" - Babayan concluded. 5 Russia - The USA During a videoconference, hosted by the Brookings Institution in Washington, the Russian Ambassador to the USA, Anatoly Antonov, announced that the US-Russian ’START’ treaty could be extended. Antonov explained that Moscow and Washington still have time to extend the treaty. "The extension could happen pretty quickly" - he said and added that Russia is still in a dialogue on a possible extension of the START treaty with the current Washington administration. "We are in a close contact with Marshall Billingsley, who is the key negotiator on behalf of the USA" - Antonov added. According to him - the parties are exchanging proposals on the extension of the START Treaty. 6 The USA - Afghanistan The chairman of the US Chiefs of Staff, Mark Milli, admitted that the USA achieved only a marginal success as a result of the military operations in Afghanistan over the past 20 years ago. Mark Millie said so during a videoconference, organized by the Brookings Institution. Mark Milli added that there is a military stalemate between the Afghan authorities and the Taliban. "There is only one way to put an end to it - negotiations with the Taliban" - Milli explained and reminded that the current US administration is reducing the US contingent in Afghanistan.
