The Russian Defense Ministry noted that since 14th of November, more than 26,000 refugees have returned to their homes. 3 Russia-Turkey The Turkish Ministry of National Defense reported that Moscow and Ankara signed an agreement on the establishment of a joint monitoring center for the ceasefire in Nagorno-Karabakh. "Negotiations were completed on the technical details for the foundations and principles of the Turkish-Russian joint center. The agreement was signed.
