The authorities of the city of Kherson stated that the defense of the city had been broken by the Russian troops. The building of the security service of Ukraine in the city of Chernihiv is on fire - the locals reported that it was hit by artillery. 4 Ukraine A decree on the general mobilization has been published on the website of the Ukrainian president. The conscripted reservists will be drafted into the National Guard, the Security Service, the State Border Service, and other military forces of the country. The mobilization must take place within 90 days from the date of the entry of the decree into force. 5 The NATO The NATO has no intention of defending Ukraine from Russia. It won’t deploy troops due to the on-going military operation - the NATO Secretary General, Jens Stoltenberg, stated during an emergency meeting of the NATO in Brussels - it was dedicated to the military situation in Ukraine. During the press conference, Stoltenberg spoke with the reporters and answered a number of important questions. In particular - about the reaction of the NATO to the "Russian invasion", and about the form of the help that will be provided to Kiev. “The NATO has no troops in Ukraine. We have no plans to deploy forces in Ukraine” - he stated. 6 Ukraine Vladimir Zelenskyy stated that Ukraine was left alone, and the world powers are watching the situation from afar. "This morning we are defending our state alone, just like yesterday. The most powerful forces of the world are watching from afar. Have the yesterday’s sanctions convinced Russia? We hear and see that they weren’t sufficient" - Zelensky stated in a video message, published in his Telegram channel. 7 Donbass The head of the DPR, Denis Pushilin, stated that the Ukrainian radicals in Donbass do not surrender, unlike the Ukrainian servicemen, who laid down their arms. "A number of servicemen, I underline it - they aren’t the nationalists - do understand the hopelessness of the situation. They wish to stay alive in order to return to their families, so they surrender, and lay down their arms" - Pushilin stated on air of the "Rossiya 24" TV channel. 8 Donbass On 25th of February, 17 Ukrainian servicemen willingly laid down their arms and joined the LPR forces. It was reported that those who surrender are guaranteed the humane treatment and personal safety. All those in need of a medical aid are provided with the necessary medical services. The Ukrainian soldiers who willingly laid down their arms will sign a declaration of non-participation in the hostilities, and return to their families. The servicemen of the LPR continue to liberate the territories, occupied by Ukraine. 9 The EU - The USA France will send more troops to Estonia in order to guard the airspace of the Baltic countries, and to accelerate the deployment of their troops in Romania - the French President, Emmanuel Macron, stated after a special EU summit on the Ukrainian conflict, in Brussels. The Ukrainian President Vladimir Zelensky called Vladimir Putin and offered negotiations. "Let’s sit down at the negotiating table to stop the loss of life!" - he stated. He considered the recent call of Vladimir Zelensky to start negotiations to be false, since he is simultaneously hands out weapons to the civilians, and urges the population to resist. The troops of Ukraine in Kiev and Kharkov are placing tanks and artillery between the houses, hoping to fight while hiding behind the civilians. This is a war crime, and it is being practiced by the terrorist groups, supervised by the Western intelligence agencies. 12 Russia Vladimir Putin suggested to the Ukrainian military to take the power in the country into their own hands - the RIA NEWS reported. "It looks like it will be easier for us to come to an agreement than with that gang of drug users and neo-Nazis, who fortified in Kiev, and took hostage the entire Ukrainian people" - he stated, and called the Ukrainian servicemen to not allow the radicals to use civilians as human shields.
