On 21st of September, Vladimir Putin signed a decree on a partial mobilization. In his address to the Russians, he noted that the contact line in the special military operation zone exceeds a 1000 of kilometers. The pro-Russian forces oppose not only neo-Nazi groups, but the entire military machine of the collective West, which threatens the very existence of Russia. Mobilization will affect the persons who have already served in the armed forces. Firstly those who have some combat experience and a military specialty. Students and conscripts won’t be affected. Partial mobilization will take 300,000 reservists. On 23rd of September, at 8 AM, referendums on the joining of Russia have begun in the DPR, the LPR, in the Kherson region, and in the liberated parts of the Zaporozhye region. They will last until the end of 27th of September. For the security reasons, during the first few days, the people will vote not inside the polling stations, but in the neighborhoods, and at home - the TASS reported. The voting in the polling stations on the territory of the LPR, Zaporozhye and Kherson regions will be held on 27th of September, from 08:00 to 16:00. In the DPR, the polling stations will work on 27th of September, from 08:00 to 20:00. Special ’Telegram’ channels were made so that anyone can follow the voting process. The head of the DPR, Denis Pushilin, reported about an exchange of PoWs with Kiev. He added that he personally signed such decree, based on the ’’no-one is left behind’’ principle. As part of the exchange, 55 Russian servicemen were released. 215 people, including representatives of the Ukrainian nationalist battalions, were given to Kiev. According to Denis Pushilin, the negotiations were very difficult. Ukraine, at some stages, almost completely disrupted the exchange process. Earlier, the official representative of the Russian Defense Ministry, Lieutenant-General Igor Konashenkov, stated that all the released servicemen were sent to the Russian military medical institutions. The Ministry of Defense of Azerbaijan stated that the Azerbaijani forces on the border line came under fire by the Armenian forces on the night of Thursday to Friday, from 23:45 till 08:30. Supposedly the Azerbaijani positions in the Tovuz and Kalbajar regions, and in the border region of Dashkasan, were under fire. Armenia denied those accusations. The Armenian Ministry of Defense stated that on Friday morning, the Azerbaijani forces fired on the Armenian positions from various places. ’’The message stated by the Azerbaijani Defense Ministry was a fake news. The Armenian forces didn’t open fire on the Azerbaijani positions during the night" - the Armenian Defense Ministry spokesman, Aram Torosyan, stated. "The Chinese forces must concentrate on the preparation for real combat" - the Chinese President and the head of the Chinese Central Military Council, Xi Jinping, stated. The ’China Central Television’ reported that he gave such an instruction to the participants of the seminar on the national defense and military reform, which was held in Beijing. The event was attended by the members of the Politburo of the CPC Central Committee. Xi Jinping also instructed to strictly adhere to the plans of the army reforms. Back in 2015, the Chinese authorities announced their intention to reform the armed forces in order to increase their effectiveness. According to Xi Jinping, an ultra-modern army should appear in the country, capable of repelling any enemy. A conflict began between the so-called "Syrian opposition" and the terrorists of the "Heyyat-Tahrir-ash-Sham", which is a branch of the "Al-Qaeda", in the Syrian city of Idlib - the ’’Al-Araby-al-Jadid’’ news agency reported.
